Skylake Design can't output the SLP_S3#(SLP_A#) signal when PWRBTN# input

We have a skylake and H110 based design that we have been working on for a while.

when the PWRBTN# input the  SLP_S3#(SLP_A#)  signal can't output and the ATX Power can't turn on

Does anyone have any suggestions.
